BEIJING: The unanimous adoption of Pakistan’s four disarmament-related resolutions by the UN General Assembly’s First Committee.

The measures, which fall under the committee’s broader agenda of Disarmament and International Security, signal growing international confidence in Pakistan’s diplomatic approach and its long-standing push for practical, region-focused solutions.
Prof Cheng Xizhong, Senior Research Fellow at Beijing’s Charhar Institute, noted in a statement that Pakistan has worked for decades to advance nuclear and regional disarmament, conventional arms control, and various Confidence-Building Measures (CBMs).
He emphasized that Pakistan’s proposals differ from broad global frameworks by stressing regional ownership—a principle the country has consistently championed.
According to Cheng, this focus is particularly relevant in regions where historical tensions heighten the risk of miscalculation. CBMs can help ease such risks, while region-specific arms control mechanisms address challenges that global agreements often fail to capture.
The approach aligns closely with the UN’s preference for context-based security initiatives, making the resolutions more practical to implement.
Cheng added that Pakistan’s efforts elevate the concerns of non-nuclear states and place renewed pressure on nuclear powers to meet their obligations. At the same time, attention to regional conventional weapons issues reflects the everyday security challenges many countries face, from border incidents to the spread of illegal weapons.
He also stressed that Pakistan’s stance is rooted in its own deeply complex security environment, countering assumptions that its regional focus is driven by narrow interests. The wide support for the resolutions, he said, affirms Pakistan’s credibility as a constructive player in global security debates.
As the resolutions move to the full General Assembly for formal adoption next month, they underscore the importance of inclusive, context-aware disarmament efforts. Cheng described Pakistan’s success as an example of how mid-sized states can shape global agendas by advancing well-targeted initiatives.
He concluded that it is now up to UN member states to ensure the resolutions are translated into meaningful action—strengthening CBMs and limiting the spread of conventional weapons—to help turn aspirations for peace into tangible progress.
