Govt Secures Additional Rs110bn in Petroleum Levy as Fiscal Indicators Improve

ISLAMABAD: The federal government generated Rs110 billion more in petroleum levy during the first quarter of the ongoing fiscal year compared to the same period last year, according to Finance Ministry documents.

The data shows that petroleum levy collections reached Rs371 billion between July and September, up from Rs261 billion in the corresponding quarter of the previous year — an increase of 42.12%.

The report also notes that, in line with IMF benchmarks, the budget surplus for the quarter stood at 1.6% of GDP, while the primary surplus reached 2.7%. Major expenditures included Rs1.377 trillion on debt servicing and Rs447 billion on defence.

Total revenue for the July–September period amounted to Rs6.2 trillion, against expenditures of Rs4.08 trillion. Government borrowing stood at Rs2.119 trillion, and the State Bank of Pakistan generated Rs2.428 trillion in profit.

Additional levies brought in Rs10 billion through the carbon levy and Rs3 billion via the electric vehicle adoption levy. Spending figures included Rs249 billion on pensions, Rs161 billion on civil administration, and Rs119 billion on subsidies.

Domestic debt servicing accounted for Rs1.176 trillion, while Rs1.775 trillion was distributed to provinces under the NFC Award. Punjab received Rs882 billion, Sindh Rs441 billion, Khyber Pakhtunkhwa Rs287 billion, and Balochistan Rs164 billion.

All provinces posted budget surpluses in the first quarter — Punjab at Rs441 billion, Sindh at Rs208 billion, Khyber Pakhtunkhwa at Rs77 billion, and Balochistan at Rs53 billion — marking an unusual quarter of collective fiscal stability across the federating units.
