ISLAMABAD: Information Minister Attaullah Tarar on Tuesday stated that the deadly suicide bombing outside Islamabad’s Judicial Complex on November 11 — which claimed 12 lives and wounded 35 — was masterminded by banned TTP leader Noor Wali Mehsud and carried out on the ground by his operative Daadullah, currently based in Afghanistan.
Speaking at a press briefing here Tuesday, Tarar disclosed that four individuals linked to the attack had been arrested within a span of 48 hours. He said the suspects had maintained continual communication with senior TTP figures across the border.
The detainees were identified as the bomber’s supervisor Sajidullah, also known as Sheena, along with Kamran Khan, Muhammad Zali, and Shah Munir. The arrests were made through a coordinated effort of the Intelligence Bureau and the Counter-Terrorism Department.
According to Tarar, Sajidullah had multiple meetings with Daadullah from 2023 up until August 2025, coordinating the operation through encrypted messaging. The minister also played a video confession in which Sajidullah admitted to procuring the suicide vest, transporting the attacker, and recruiting additional facilitators on the orders he received from Afghanistan. He reportedly joined the TTP in 2015, underwent militant training at several camps, and travelled to Jalalabad in 2024 to help finalize the terror plan.
Tarar said the attackers originally sought to target a major installation in Islamabad or Rawalpindi, but heightened security prevented the bomber from penetrating deeper into the compound, likely averting an even greater loss of life.
He also expressed sorrow over the victims of the blast, assuring that the government led by Prime Minister Shehbaz Sharif remains determined to intensify counterterrorism measures and reinforce national security.
During interrogation, Sajidullah further confessed that he traveled to Kunar, Afghanistan, in 2016 for training, and later returned in 2023 to reconnect with TTP commander Daadullah. He also said he retrieved the explosive-laden vest from a graveyard in Peshawar and brought it to Islamabad. He received instructions that an individual named Qari Usman would arrive from Afghanistan to serve as the suicide attacker — who stayed at his residence for one to two days before the bombing.
