SCI Raps States as 2 Lakh Stray Dog Bites Hit J&K

SRINAGAR: Chief Minister Omar Abdullah informed the Jammu and Kashmir Legislative Assembly that more than 212,000 cases of dog bites have been recorded in the Union Territory over the past four years.

Between 2022 and 2025, official data shows that 2,12,968 people were bitten by stray dogs — with over 1.14 lakh cases reported in Kashmir and around 98,000 in Jammu.

The disclosure comes a day after the Supreme Court criticized several states and union territories for not complying with its earlier directive requiring sterilisation and vaccination of stray dogs under the Animal Birth Control (ABC) Rules, 2023, framed within the Prevention of Cruelty to Animals Act, 1960. The court warned that recurring dog attacks were damaging India’s reputation internationally and summoned the Chief Secretaries of all states and UTs, except West Bengal and Telangana, for failing to submit compliance reports.

Responding to the issue, Omar Abdullah, who also oversees the Housing and Urban Development Department, said the administration has intensified sterilisation and vaccination efforts. Nearly 49,000 stray dogs have been sterilised and immunised so far under the ABC Rules.

Among these, the Srinagar and Jammu municipal corporations accounted for 27,237 and 13,730 sterilised dogs, respectively. Other civic bodies in Kashmir sterilised only 161 dogs, while 7,870 were treated in Jammu division.

Abdullah added that three animal birth control centres are currently operational under the Srinagar Municipal Corporation, and similar facilities are planned for nine other districts across the Valley.
